Income tax revenue stays in Wales

From 6 April 2019, 10p in each of the three existing tax bands
in Wales will be transferred straight to the Welsh Government to be
spent on public services in Wales. Currently all income tax is paid
to the UK Government to fund spending across the UK.

Tax payers living in Wales do not need to do anything
differently. HMRC will continue to collect income tax as one
payment, just as usual. During November, if you live in Wales, you
will receive a letter from HMRC, with a Welsh Government leaflet
explaining how Welsh rates of income tax will work.

What does this mean for Wales?

Revenue raised from Welsh rates of income tax has been included
in the Welsh Budget this year for the first time, ahead of
introduction of the rates in April 2019.

This means that:

  • for the first time ever, decisions about 10p in each income tax
    band will be made in Wales.
  • Welsh rates of income tax joins land transaction tax and
    landfill disposals tax, to form a range of taxes for which the
    Welsh Government and National Assembly for Wales are now
    responsible.
  • we’re helping to design taxes that are more tailored to Welsh
    economic needs and priorities.
